OMB M-26-14: Why Federal Agencies Must Fix Asset Visibility First

Tenable, Tuesday, July 7th, 2026

OMB's new logging maturity model requires agencies to close asset inventory gaps before the compliance clock starts.

OMB Memorandum M-26-14 establishes a five-level logging maturity model requiring federal agencies to hit progressively higher asset visibility thresholds (70-95%) to advance through compliance.

It rescinds the prior M-21-31 blanket data-retention mandate in favor of risk-based, outcome-driven logging across IT, OT, and IoT systems.

Because overall maturity is set by the lowest-performing element, agencies must first close asset inventory gaps before building logging infrastructure.

Tenable positions its discovery and vulnerability management tools as the foundational step for meeting these requirements.
