Sovereign Workload Placement: How Regulated Enterprises Decide Where Things Run

SUSE argues the cloud-first default has been replaced by a control-first one in regulated enterprises.

SUSE argues that for more than a decade cloud-first was the default: if a workload could run in the public cloud it went there, and the architecture question was mostly about cost and speed.

That default is now being replaced by a control-first one in regulated industries. Before a workload is placed, teams ask who operates it and whose law reaches it.

Those questions change the placement decision independently of cost. The post sets out how regulated enterprises are approaching sovereign workload placement in practice.
